Standard and Calculation Method for Safety Distance of Magazine 탄약고의 안전거리 기준과 산정법

Abstract

The safety distance of an ammunition storage facility (magazine) is the minimum distance required to protect surrounding lives and property from the threats of blast pressure, fragments and debris, and heat caused by the accidental explosion of ammunition stored within the magazine. Military units that handle ammunition ensure that magazines are operated in compliance with safety distances. When designing new magazines, relocating magazines, or planning urban development or new construction near ammunition facilities, it is essential to review these safety distances. The safety distance is calculated based on various scenarios, considering the threat level of ammunition and the type of assets exposed to the threat. However, military standards often describe these calculations in narrative form, which can lead to confusion for practitioners when determining safety distances. This study aims to provide comprehensive information on magazine safety distances by introducing the key considerations, outlining the characteristics of ammunition by threat grade, and presenting tables and graph for calculating safety distances based on the threat grade of ammunition and the type of exposed assets.

탄약고의 안전거리는 탄약고안 적재된 탄약의 우발적 폭발로 인한 폭풍압력, 파편 및 부스러기, 열 등의 위협으로부터 주변의 인명과 재산을 보호하기 위한 최소한의 이격거리이다. 탄약을 운영하는 군부대는 안전거리를 만족하도록 탄약고가 운용되도록 하고 있으며, 새로운 탄약고의 설계 시, 탄약고 이전 시, 또는 탄약부대 주변 도시를 개발하거나 건축물 신축 시에도 탄약고의 안전거리 검토는 필수적이다. 탄약고의 안전거리는 탄약의 위험수준과 위험노출대상에 따라 여러 경우의 수를 고려하여 산정하고 있으나, 군의 기준은 이러한 다양한 경우의 수에 대한 계산을 문장 중심으로 서술하고 있어 실무자가 안전거리 산출 시에 혼선을 야기할 가능성이 있다. 본 연구에서는 탄약고 안전거리 고려사항과 각 위험급수를 가진 탄약의 특징 소개하고, 탄약의 위험급수 및 위험노출대상에 따른 안전거리 산출표와 그래프를 제시하여 탄약고의 안전거리에 대한 종합적인 정보를 제공하고자 하였다.
