Abstract

During wartime, multiple protective facilities may be damaged simultaneously, while access by specialized engineers may be restricted. Conventional technical support based mainly on the physical deployment of experts may therefore be insufficient for rapid damage assessment and restoration decision-making. This study defines reachback as a remote engineering support approach and proposes an operating framework and technical requirements for wartime protective facilities based on overseas practices. The proposed framework consists of a field support element for damage identification and data acquisition, a technical support coordination element for request prioritization and expert assignment, a rear-area expert support element for evaluating facility usability and restoration measures, and a command and management element for final decision-making. Key technical requirements include standardized field data and metadata, combined use of terrestrial and satellite networks, priority-based data transmission, video compression and adaptive transmission, user authentication, encryption, access control, and integrated management of technical support records. The proposed framework is intended not to replace on-site engineering activities, but to complement them by combining field mobility with rear-area expertise.

전시에는 다수의 방호시설이 동시에 손상되고 전문가의 현장 접근이 제한될 수 있어, 현장파견 중심의 기존 기술지원만으로 신속한 피해평가와 복구 의사결정을 수행하는 데 한계가 있다. 본 연구에서는 이를 보완하기 위한 원격 전문기술지원체계로서 리치백(reachback)의 개념을 정립하고, 해외 운용사례를 바탕으로 전시 방호시설에 적용 가능한 운영체계와 기술적 요구사항을 제안하였다. 제안 체계는 피해상태와 자료를 수집하는 현장지원요소, 요청의 우선순위를 분류하고 전문가를 배정하는 기술지원 조정요소, 시설의 사용 가능성과 복구방안을 검토하는 후방 전문지원요소, 그리고 최종 의사결정을 담당하는 지휘·관리요소로 구성된다. 주요 기술요건으로는 현장자료와 메타데이터의 표준화, 지상망과 위성통신망의 다중화, 자료 중요도에 따른 우선순위 전송, 영상압축과 적응형 전송, 사용자 인증·암호화·접근통제 및 기술지원 이력관리를 제시하였다. 제안된 리치백 체계는 전문가의 현장파견을 대체하기보다 현장의 기동성과 후방의 전문성을 연계하여 기술지원의 시간적·공간적 한계를 보완하는 데 목적이 있다.
