This paper investigates global advancements in protective facility systems in response to the evolving character of modern warfare and the emergence of high-technology threats evident in recent conflicts. The study emphasizes the urgent need to enhance the Republic of Korea (ROK) military’s protection and fortification capabilities and proposes strategic directions for their future development. Historically, protective facility concepts have been dominated by fixed and passive structures designed primarily for survivability. However, such conventional approaches are increasingly inadequate against sophisticated threats, including electromagnetic pulse (EMP) attacks, unmanned aerial vehicles (UAVs), and precision-guided munitions. In contrast, advanced military powers—such as the United States, European Union member states, and Israel—are incorporating cutting-edge scientific and technological innovations into their protection systems. These include artificial intelligence (AI), additive manufacturing (3D printing), and advanced composite materials, which collectively enable adaptive, intelligent, and resilient protective infrastructures that function as integral components of overall weapon and defense systems. Through a comparative analysis of these international developments, this study aims to formulate a development concept and implementation roadmap tailored to the ROK military context. By establishing a systematic framework for research and development, it seeks to support the modernization of the ROK’s protective facility systems. Ultimately, this research aspires to contribute to a paradigm shift in the military’s protection and fortification strategy—from a traditional emphasis on static survivability and combat endurance toward a dynamic, technology-driven approach capable of serving as a strategic game changer in future operational environments.
